Why does this say "this includes company service whilst a member of the company L group"? As I did not see this specified in the question.
The first part of the question asks for recommendations of a suitable contribution structure. The draft member communication in part (ii) of the model answer is based on one such example of a possible contribution structure (ie a structure where the service in the Company L group comapny is taken into account when setting the company contribution rate for each individual). You may have recommended a different approach in part (i) of the question and so your communication in part (ii) would be different. Hope this helps!
