What to write when 'issues' are asked for?

Hi

In a couple of past exam papers 'issues' relating to a specific topic are asked for.
For example, the most recent question is in the April 2019 paper question 3. Here 'issues' are interpreted as 'considerations' rather than pure negative aspects or problems.

Should I be of the understanding that in terms of exam questions 'issues' relate to considerations, or all aspects rather than only the negative aspects of a topic?

Yes, often 'issues' is simply another word for 'factors to consider' or 'considerations'. Use the number of marks available to guide you as to how much you need to say.
