Hi,

In April 2016 paper two question 5:

Second paragraph talks about joint contributions from government and individuals and then two options are presented.

It is unclear to me if these options have joint contributions or not.

Option B explicitly writes "individuals own funds"!

I have two questions then:

a. how do you understand the meaning of the question and why
b. what should I do in case there is a question that isn't clear to me - write my assumption for the question and hope the examiner accepts it?

could be helpful to pple here if you post the question here

in relation to your question b) (ambiguity in the question), do you at least know the section of the course notes being asked? are there any points there that are relevant to the question (that will support any bookwork elements to the question). That would probably be where I would start before building up using question specifics to help generate application points.

It's difficult to say more without seeing the actual question
