    2 -test to test the hypothesis that the distribution of Xi is a binomial distribution
    with parameters n 2 and unknown p based on the following observed frequencies
    of outcomes of Xi....

    In answer how the expected frequencies are calculated?

    Estimate the p from the data.

    use the probability function to get the probabilities.

    Mulitply them by 400 to get the frequencies.
