   In reference to COBS 20 (TCF), I’m wondering what’s meant by the rule “Circumstances under which bonus fdistrubutions can be made or surplus transferred.”

   Circumstances under which bonus distributions can (or cannot) be made would include considering whether the fund remains able to cover its liabilities after the distribution.
