   Can we solve this ques. with
   H1: Theta(2)- Theta(1) > 0 ??
   
   in this case , observed value of the test statistic is +0.747 and it doesn't exceed 1.6449 ( upper 5% point of N(0,1) distribution) so we have insuff. evidence to reject H0 at 5% level.
   
   Is this way also correct ??
