The question states that the proposer (cycling club) in the question wants the rating factors to be restricted to two but in the answer for data requirements list more than two rating factors. The answer, therefore , doesn't seem to apply specifics to the question . I am trying to understand whether this approach would be given credit by examiners ?
 
If the question asks for two rating factors then there will be only credit for listing two. The solutions have listed more as there is more than one possibility for the two rating factors which could be used.

In an exam you could list more than two just to be safe and make sure that your answers are on the marking schedule, but don't spend too much extra time on this as the amount of available credit is very limited.
