Are there any resources on best practices for report security, or PDF handling?

We are pondering moving towards digital signatures rather than passwords alone on PDF reports.

Are there guidelines on this sort of thing? or is this the wild west and it's every man for himself?
 
I think you're best talking to your local IT & current providers; Security is only as good as the weakest link in the chain & someone needs to understand your current processes & tools to give a complete answer.
Having said that, I would look at Microsoft, Adobe & other workflow/document management providers; I'm sure you'll find plenty of whitepapers outlining possible tools and solutions.
