Sure but Governments set the environment and it's clear to me Scotland has been mismanaged in this regard by UK Govt.

UK Govt have failed to restore economic balance in the UK, failed to address the demographic issues properly... all this has led to more issues & possibly a breakaway from the Union from the Scots.
