The fund in this question has assets of £400m, answer says:

Client is too small to make a bespoke multimanager programme viable so a third party offering may be optimal.

How big would it need to be? £400m is a lot right?

I am not an expert here. Maybe smeone in the industry can help more??? I would say though, that a fund of £400m will have £200m or less in UK equities and even less in overseas equities. It does seem quite small to be employing a specialist for each category. As to a minimum for a specialist manager approach? Anyone know? I would hazard a guess at £1bn.
