Would be VERY surprised. I suspect somewhere around 14 and a lot more stable that the chart suggests. It looks OK up until about May this year.
Take a look at this article - basically it is correct - but distorted by some big FTSE companies taking big hits on their 2015 earnings (this depressing the denominator of the P/E ratio which is on an historic basis)
