Is question is updated, but the solution is not?
The investigation period looks like it should start from 1 Jan 2000 instead of 1 Jan 2003. This is because in the solution, Pele is observed from 2000.
Similarly, the observation cut off should be 31 Dec 2003 and not 31 Dec 2006.
