Overseas versus UK costs

Why does it cost £400 to sit CA3 online in the UK but it only costs £250 if you are overseas?

Surely it should be the same cost as no physical costs would be incurred?
 
My understanding is that there are cross-subsidies between UK and overseas students - perhaps this is an example of one of them.

Because £400 might constitute 10-15% of monthly pay in UK while £250 can be well over 60-70% of monthly pay overseas.
