Can someone please explain to me the answer for the second bullet point/annuity?

Maybe I've confused the wording but it seems to me like they are stating that the female should be paid immediately if the male dies before the 10 years. However the answer makes it look like the female life gets paid after a minimum of 10 years. Why is there a v^10 and how come she gets paid from age 72 onward in 10q60 x 10p62 x a72
(All annuities monthly)

Should't it be something like
a60|62:10]
for the 3rd annuity

Also regarding the 4th annuity, why is it a70|72 and not v^10 x 10p60 x 10p62 x a72?
