    1. How does index tracking look in practice?
    2. Could the company apply an index tracking to each risk and hence still use it to manage a portfolio of risks?

    There are lots of resources on this online - suggest a bit of Googling in the first instance.
    Not really, by definition. Do some research on question 1 and it may give you the answer.
