Hello guys,
Please help me understand the transitions out of state 3 (60%).
The way I understand it, a claim results in a transition to state 2+, because to get to 60% means there was no claim in the previous year. hence a transition down should take you to 40% no claim previous year. However in the notes, a transition down takes you to state 2-, 40% discount and claim previous year.

Could there be something I'm missing/misunderstanding?

A claim cannot result in a transition to state 2+ because the definition of this state says there was no claim in the previous year.

If you are in 2+ this year and you don't claim, you go up to 3 next year. If you are in 3 this year, you stay there is this year is claim free, and you move down to 2- if you have a claim this year.
