Does any know if a market exists for buying and selling insurance risk for specific insurance risk portfolios that is accessible to retail investors that don't have huge capital to spare?

I know there is a market for catastrophe bonds but is this accessible to small individual investors.

I was just thinking about this as it would be interesting to be able to trade risk as you would a share in a company and make your selections based on how your perception of the return offered on the capital compares to where you believe it should be. It seems as though there should be?

For example, would it be possible to securitize the insurance risk of a large portfolio of commercial properties in a particular region. I know something like this is done in Lloyd's of London but again, I don't believe this is accessible to small investors.

Are there any useful resources on this that people could recommend?
