How important is work experience when trying to apply for a job?

Say you have someone whos in their early or mid 20's has a bachelors degree, and has passed all Subjects CT1 through 9, but has 0 work experience

would they find it impossible to get a job in the profession?
 
I would have thought that anyone who was a self starter and still in their mid 20's would be pretty employable.
Plus you have saved them a fortune putting you through the CT's
 
I see, my friend was saying that employers are only taking on people with in field experience at the moment, but how can everyone have experience? I mean everyone has to start somewhere
 
Actually, I may not be the right person to ask, I've hardly ever kept a job for more than a few weeks! :)
I do have a thought though. In general actuaries are employees not employers and as such being a self starter may not necessarily be as great an advantage as I have indicated. It shows an independence of mind you wouldn't necessarily want in someone you want to employ!
