To my mind, they are the same, i.e. employer bearing the cost, some or all, of providing benefits for their employees.
 
Section 4.2 is the bigger picture; what types of benefits do employers provide, and why? Section 4.3 contains the specifics around how they might provide those benefits in a particular type of scheme.
