Could you please show the intermediate steps to get to the likelihood? I do not understand the first part of the expression in the solution, L=4,500 etc

It's always helpful to include a screen shot of the question and relevant part of the solution if you want other students to respond.

In this question it is describing a bin(4500, q) distribution, so the likelihood is simply the probability of observing 58 failures out of 4500 gadgets.
