They're not calculating P(X = 8) because the distribution is continuous so P(X = 8) = 0. They're checking the value of function at 8 i.e. f(8) f(8) = c ....... (for Uniform part) f(8) = (k/7) exp (-8/7) .... (for exponential part, There's a misprint in the solution) Equate these two to find an equation consisting of c and k.
