Chapter 5: TAS 100

In Chapter 5, Section 3.1 TAS 100, I've read this sentence several times, but aren't sure about what it meant. I found it difficult to understand in my own words.

'Nothing in TAS 100 should be interpreted as requiring work to be performed that is not proportionate to the nature, scale and complexity of the decision or assignment to which the work relates and the benefit that users would be expected to obtain from the work.'

I run out of breath by the time I finish reading the sentence. ha.

I wonder if it's saying all things in TAS100 should be done proportionally and with the benefit of the user in mind?
