Hi all,

I am confused, can anyone see Haddon's theory applied in the examiners' solution?

Its not too bad I would say. the sections are:

limit the amount of energy released
protect persons from the energy when it is released
mitigte the effects of the energy when it is released

Admittedly the chapter goes in to more sections, such as:

prevent the creation of the hazard (which would have been difficult here)
modify the qualities of the hazard (again, dificult here)
make what is to be protected more resistant to the hazard (impossible?)
correct the damage created (in this case a sticking plaster?)

But I think the examiner has used as many sections as are relevant to this particular hazard in this solution. And there may have been flexibility if you had chosen to pursue others too.
