I am sitting for my exams for the very first time.
So I am eager if we can use short forms like
w.r.t. instead of with respect to and so on.
If not,can we specify those full forms at the top of document and use the short form in the full document?

Yes, that's a standard abbreviation and so markers will know what it means.
If you use something non-standard then do define it.
