    may i know why the interest rate movement shows X is -1000000 if <-2.0 ? may i know what is the meaning of X here ?

    X is as defined in the question, a random number from the normal (0,1) distribution. A large negative has been chosen so that it should always use the -0.5% value for values less than -2. It has been done this way to make the formulae consistent, you could take another approach and that would be fine.
