Its personal preference. Some just read others take a more active approach. Although its not allowed to write in the answer booklet, you can do things like highlight key words to make sure you don't miss pertinent points in answering the qn or miss clues on what they expect. I've known some ignore the qns but just scrawl down aide memoires which sometimes in the heat of the exam get forgotten. For me, its focus on the longer qns either in terms of number of marks available but also in terms of no. of words to the qn. Qns with lots of details for me take more absorption.
