Hi I'm a little bit stumped on where to start on something that I need to do and would appreciate any tips I've been given a large csv and need to evaluate the relative risk of a number of regions (for motor). For each region, there are many features, eg exposure and frequency, and then many more less common ones like number of schools in the area and penalty points. There's 30 different features for each region, some seem way less relevant than others and 100 regions.

Could someone please advise on a good way to get started in trying to rate these regions in order of relative risk. The programming part is ok, I'll use either R or Python but in terms of the best Actuarial way of doing this, I'm very lost.
