the question of X6.2 is "describe the actions ......", but refer to the solutions, it includes not only the actions but also the resulting issues for each action, which seems not explicitly required to do by the question. i think, normally, in the exam context, if only answer the actions without the issues, can it be credited well?
 
Hi - it sounds like you might be looking at the 2019 version rather than the 2020 version?

In the latest version of the X assignments (for 2020 exams), the question is worded:

Suggest possible actions the government may take to increase access to property ownership for first-time buyers and the issues that might arise from each such action.
