Right before section 1.2, the last line of Acted text reads "This is because single risks can give rise to many claims in commercial lines liability classes, unlike in personal motor for example".

I thought personal motor can have multiple claims from a single policy?
 
You're right, it can.

But in motor, it doesn't often happen (unless you're very unlucky!).

But for a commercial liability policy (eg employers' liability), which covers one employer, there are many employees, and basically, if something's gone wrong, it's likely to affect many employees at once.
