I though that the statement "The expected outlay including material and labour is $9 million" would be relevant in answering the question, but I don't see it was used in the examiner reports.. Is it relevant?
 
I always advise using the information in the questions as much as possible in the answer, and that is usually what is required, ie an answer which is very much tailored to the scenario in the question. Just occasionally however, as in this case, there is a bit of information which isn't used. That said if you had illustrated some of your more general points using this information it would not have taken much additional time and you could score well.
