The examiners have commented that "only better prepared candidates have scored in this question".

Which part of the core reading does the question relate to?

The Core Reading which this question part relates to is having an understanding of the nature of the matching adjustment: how it is determined and how it is applied - this is covered in Chapter 12.

The question part is also testing candidates' ability to appreciate the real-world practicalities that arise from making changes to models and processes.

Being "well-prepared" for an exam does not mean simply learning the Core Reading, and you should not expect many of the questions at SA level to be directly based on such recall. Being well-prepared means having good understanding of the material on which the subject is based, and having developed the ability to apply that understanding to a range of possible situations and scenarios, including appreciating the practicalities as well as the technical aspects. This should be practised by thorough exam preparation including lots of question practice. So when the examiners refer to students being "well-prepared", they are meaning more than just having absorbed Core Reading content.
