A histogram in Examiner Report

    I was doing April-2006 past paper and I found this histogram in examiner report as attached.

    Is it a wrong histogram?

    The picture seems to be missing parts (as they should be lovely rectangles). I can't confirm the numbers as I don't have the question reference.
