When IFoA refers to "accelerated CI benefit", does it always imply "death benefit + early payment if CI"? This may result in some confusion as in some parts of the world, "accelerated CI benefit" may only refer to the early payment part.

I think this will depend on how it is referred to in the question. If it refers to 'accelerated critical illness benefit' of the accelerated critical illness product then it is reasonable to assume this is the early payment part.
