The solutions say that "A centralised process will also be more efficient in terms of administration and governance" (pg. 8) and "Governance improvements are unlikely under a centralised procurement approach." (pg. 9) How can both be true?
Yes that does look odd. The only thing I can think of is that one says "governance efficiency" and the other says "governance improvements". So maybe there are unlikely to be improvements in the outcomes, but there may be cost savings and efficiencies?
