IOA Apr 13 Paper 1 Q1

    The question talks about smoking ban in all "public" premises. Restaurants and bars are mostly privately owned (or am I mistaking this here?). Shouldn't the ban have the opposite effect than what is detailed in the answer?

    The term "public" has more to do with access than ownership. A restaurant will more than likely be privately owned, but the intention is for the public to access it (as long as they don't smoke ;) )
