When I learned this in NTU, I didn't learn the notation that way. The general idea is that, for each possible state, you must know the probability of transition into each of the other states including itself for the next time period. X_0 is the current probability distribution of being in each state currently. So multiplying that by the probability of transition into each state given the current state lets you find out the total probability of each state being occupied in the next time period. Which, it seems, they decided to represent as a row vector, hence X_1.
